Billing

Deletes an item.

Blocked with 409 if the item is a sub-item of any bundle, or is billed on any contract — every blocker that applies is listed in the one response. Remove it from the bundle(s)/contract(s) first, and the identical request then succeeds. An archived item can be deleted. Deleting a bundle does not delete its own sub-items. Being referenced on an existing invoice does not block delete — an invoice line keeps its own frozen name, description and money, independent of the item row.
